This is an extremely rare Newman Expansometer by Burton Manufacturing Company using Lufkin Rule Company tape measures. I would guess that it’s used to measure the expanse of an area. It is in outstanding condition and made in USA. Each of the two Lufkin tapes measure about 34” and both are attached to the center post of the tool.​
